    Notice of Change in Explosives Screening Method for Export Air Cargo from Japan

    (Effective January 1, 2026)

     

    Thank you very much for your continued cooperation and support.

    Until now, export air cargo from Japan has been screened for explosives primarily by ETD (Explosives Trace Detection) screening in accordance with ICAO security standards.

    Following the security enhancement directive issued by the Japan Civil Aviation Bureau (JCAB), Ministry of Land, Infrastructure, Transport and Tourism, we will introduce X-ray inspection equipment for explosives screening, effective for screenings conducted on or after January 1, 2026.

     

    In connection with this change, we plan to revise our explosives screening charges. The updated charges will be communicated to you as soon as they are finalized.

    Please note that cargo which cannot be screened by X-ray due to size limitations or other reasons (e.g., long, tall, or otherwise oversized cargo) will, in principle, require ETD screening of the cargo contents. Handling of such shipments will be discussed and agreed upon on a case-by-case basis.

     

    As a result of the new screening process, longer lead times and possible impacts on flight schedules are expected. We kindly ask for your understanding and cooperation, including early cargo delivery and/or adjustment of shipping dates when necessary.

     

    For shipments departing from Kansai International Airport (KIX), X-ray screening is scheduled to start around March 2026 due to delays in equipment installation.
